Congress passes law quieting loud TV commercials

Congress has finally found an issue that it can agree on: television commercials are too loud and something must be done about it. And so, yesterday, members of Congress approved the Commercial Advertising Loudness Mitigation, or CALM Act, aimed at keeping the volume levels of commercials from being louder than the TV programs that they interrupt.

The bill was passed by the Senate earlier this year and the House gave approval yesterday.

After becoming law, TV advertisers will have one year before the FCC will begin to regulate and enforce commercial volume controls. Prior, viewers’ only recourse was to hit the mute button if they found their ears under attack by loud commercials.

The House version of the CALM Act was sponsored by Rep. Anna Eshoo (D-CA). “Consumers have been asking for a solution to this problem for decades, and today they finally have it,” Rep. Eshoo said in a statement. “My bill reduces commercial volume, allowing them to only be as loud as the decibel level of regular programming. Consumers will no longer have to experience being blasted at. It’s a simple fix to a huge nuisance.”

Rep. Eshoo told the Wall Street Journal that the legislation was the most popular she had supported in her nearly two decades in Congress. “If I’d saved 50 million children from some malady, people would not have the interest that they have in this,” Eshoo said.

President Obama is expected to sign the legislation into law soon — prompting Billy Mays to immediately roll over in his grave.

The other notable new addition of the week is Election, a film celebrating its 25th anniversary this year. While the story centers on a high school election for class president, it feels very timely considering the current U.S. presidential race. It's also a lot funnier than anything happening in the current political landscape.

The superb sci-fi action flick Edge of Tomorrow has been absent from all streaming platforms for too long. But on September 7, it's coming back to Netflix for a late celebration of its 10th anniversary. We've seen unheralded low-budget action flicks rise to the top of the most popular movies on Netflix, but we'll be shocked if Edge of Tomorrow doesn't receive a similar reception.

Meanwhile, the horror film The Deliverance has been hanging around in the No. 1 slot on that list for just over a week. It may be a little early to start the Halloween celebrations, but horror fans have already embraced The Deliverance, even if critics have not.

Netflix closed out August on a hot streak with original shows like Terminator Zero and Kaos, so we'll have to let the streamer's slow start in September slide. After all, there are only so many new shows to go around, and even Netflix hasn't fully recovered yet from last year's Hollywood strikes.

This week's new addition is Call the Midwife season 13. The long-running British drama lightly resets by adding new cast members and giving the remaining characters some new drama to deal with. And in the absence of any other worthy new shows, we're throwing a spotlight on Mayfair Witches, one of the AMC dramas that joined Netflix near the end of last month.
